The materials are designed to help Tribes evaluate proposals, consider ownership and governance models, and assess whether carbon removal may serve their priorities. Tribal Sovereignty in Carbon Removal (TSCR) is an initiative designed to support Tribes in assessing whether and how carbon removal may serve environmental, cultural, and economic priorities of Tribal communities.
This effort is spearheaded by Partnerships for Tribal Carbon Solutions, with support from the Carbon Business Council, and the Indigenous Greenhouse Gas Removal Commission.
Tribal Nations are on the front lines of climate change. As carbon removal becomes an essential climate strategy, TSCR ensures that Tribal voices lead the conversation—on their terms.

Tribal sovereignty and self-determination
Cultural and environmental stewardship
Responsible, community-led development
Our work includes:
Hosting educational sessions and dialogues between Tribes, carbon removal practitioners, and project developers
Creating tools to equip Tribes with essential resources and guidance to navigate the complexities of carbon removal deployment while considering the unique needs and priorities of their governments and communities
Developing recommended guardrails focused on ensuring the responsible deployment on Tribal lands
Crafting permitting recommendations for Tribal lands
Designing open-source templates for community benefit agreements and planning
The initiative is grounded in respect for Tribal sovereignty, cultural values, and environmental stewardship. Whether a Tribe chooses to engage in carbon removal or not, this initiative is here to support informed, self-determined decision-making.
